At the end of the first decade of the new millennium, seven visionary Sigma brothers (Antoine Lee, Maurice Braxton, Marcus Pratt, Corey Totress, Duane Shaw, V. Omar Douglas, and L. Anthony Baker) decided to branch out and map a new route for Phi Beta Sigma Fraternity, Incorporated. in the Southern Region of Maryland. The fore-mentioned members enlisted three additional Phi Beta Sigma Brothers to share their vision which brought them to a total of 10 charter members.  Sharing a common vision of what Sigma could become, they decided to step out on faith and pursue the effort. With the principles of Brotherhood, Scholarship, and Service as their guide, they agreed to renew their commitment to the fraternity’s motto “Culture for Service and Service for Humanity.” In late summer of 2009, L. Anthony Baker reached out to Brother Darryl Williams, 24th Eastern Regional Director, to discuss a proposal for establishing a new chapter to serve Southern Maryland.  After an extensive conversation, the two agreed the idea was worth investigating. Subsequent conversations were made between Brother Baker, Brother Braxton, Brother Totress, Brother Shaw, Brother Douglas, Brother Lee and Brother Pratt, who all felt strongly about establishing a new chapter for Southern Maryland.  Although the seven members had not taken part in chartering a new chapter, they were determined to press forward and bring this new branch of Sigma to fruition.  The chapter laid its groundwork by setting forth a project plan and timeline, that included an exploration period to further solidify the need for a chapter in the area.  At that time, Brother Marcus Pratt the acting Recording Secretary, was tasked with compiling the Chapter’s Constitution.

The Brothers met officially for the first time on Sunday, July 19, 2009 at the home of Brother Maurice Braxton to make a commitment to move forward.  Brother Williams suggested the brothers formalize their intent and submit a request.  The Brothers graciously accepted the task, and submitted a request for a new charter.   The Brothers understood the importance of ensuring our purpose and our vision was in alignment with that of the Regional and National Structures of the Fraternity, so they meet weekly (formally and via conference calls) to plan and implement structure to the chapter. After much deliberation from all chapters in the state of Maryland, the Honorable Brother Williams approved the intent for these brothers to establish an Alumni Chapter to serve the Southern Maryland Region. The official Charter, signed by the following brothers, was approved on October 29, 2009:  L. Anthony Baker, Maurice Braxton, Antoine Lee, Omar Douglas , Duane Shaw, Corey Totress,  Marcus Pratt,  and Antonio Banks.  Brother Williams announced for the first time the Omicron Delta Sigma Chapter of Phi Beta Sigma at the MD, DC, and DE Tri-State Conference, on Saturday November 7, 2009.  The chapter spread the news of its arrival by producing promotional materials on Facebook, by e-mail to all of the Phi Beta Sigma Fraternity, Inc. chapters of the Eastern Region and letters to the Sorors of Zeta Phi Beta Sorority, Incorporated in the DC-Metro area that outlined a Charter Celebration Gala set for January 8, 2010. Since the approval of the charter,  the Brothers worked diligently to ensure that the vision and purpose for this chapter is clear.  A new website was established,  and social networking tools were used to spread the word. On December 31, 2009, the chapter elected the following brothers for leadership positions: Anthony Baker was elected President; Antoine Lee was elected Vice President; Maurice Braxton was elected Treasurer; Marcus Pratt was elected Recording Secretary; Duane Shaw elected Corresponding Secretary, V. Omar Douglas elected Chaplain; and Maurice Braxton elected Chairman of the Foundation. Since the Chartering Ceremony and Scholarship Gala, the chapter hit the ground running, by participating various Education and Social Action initiatives.
